ACCOMPLISHMENT (DECEMBER 2011)
I. EXECUTIVE SUMMARY
Police Regional Office 6 which has jurisdiction over the provinces of Aklan, Antique, Capiz, Iloilo, Guimaras Island, Negros Occidental and chartered cities of Iloilo and Bacolod has been generally peaceful during the period. All projects were properly implemented in coordination with the national government, non-government organizations and local government officials. This office, with the support of all units down to the police stations, has exerted its maximum effort to achieve effective law enforcement and crime prevention for the attainment of its mission. A. Composition and Disposition of Troops
PRO6 is headed by PCSUPT CIPRIANO E QUEROL JR, Regional Director, assisted by PCSUPT ERNESTO A TESORO, JR , Deputy RD for Administration (DRDA), PSSUPT MANUEL B FELIX Deputy RD for Operations (DRDO) and, PSSUPT WESLY A BARAYUGA, Chief Regional Directorial Staff (CRDS). The seven (7) Regional Directorial Staffs are as follows: Regional Personnel and Human Resource Development Division (RPHRDD), Regional Intelligence Division (RID), Regional Operations and Plans Division (ROPD), Regional Logistics Division (RLD), Regional Police Community Relations Division (RPCRD), Regional Comptrollership Division (RCD) and Regional Investigation and Management Division (RIDMD). Other regional units assisting the RD are: Regional Legal Service (RLS), Regional Headquarters Support Group (RHSG) and Regional Executive Senior Police Office (RESPO).
The National Support Units (NSUs), under the operational control of PRO6, are as follows: Regional Chaplain Service (RCS), Regional Health Service 6 (RHS 6), 6th Regional Criminal Investigation and Detection Unit (6RCIDU), Regional Crime Laboratory Office 6 (RCLO 6), Regional Communications and Electronics Office 6 (RCEO 6), Regional Intelligence Office 6 (RIO 6), Aviation Security Group 6 (AVSEGROUP 6), Regional Maritime Office 6 (RMO 6), Highway Patrol Group 6 (HPG 6) and the Regional Finance Service Office 6 (RFSO 6). In addition, the Regional Internal Affairs Service 6 (RIAS 6) and the Philippine Drug Enforcement Agency 6 (PDEA 6) are also based at PRO6 Headquarters.
Police Regional Office 6 is based at Camp Martin Delgado, Fort San Pedro, Iloilo City and composed of 8,927 personnel broken down as follows: 467 Police Commissioned Officers (PCOs), 8,460 Police Non-Commissioned Officers (PNCOs) and 159 Non-Uniformed Personnel. (Attached Table 1)

1. Anti-Prohibited Drugs/LOI 36/97 - BANAT
A total of 15 operations were conducted which resulted in the arrest of 26 persons of which 24 were pushers and 2 users. Confiscated were cash amounting to P11,215.00; 4 cellularphone and 1 motorcycle. Fifteen (15) cases were filed in court.
a. Supply Reduction Drive
A total of 2.41/100 (2.41) grams of shabu; 23.67/100 and (23.67) grams of marijuana leaves were confiscated for the period with a total DDB value of Php29,739.85.
No shabu laboratories were monitored in the AOR for the period.
Arrest of Drug Personalities There were 764 drug personalities in the watch list, of which 231 are pushers and 523 are users who are all subjects of continuous monitoring and police operations.
b. Demand Reduction Drive
The organized Barangay Anti-Illegal Drug Action Center (BADAC) served as a catalyst for barangay empowerment. These groups are conducting regular “rondas” and educating the local folks about the ill-effects of drugs in the community and its economic and social implication. Likewise, members were tapped as the “eyes” and “ears” of the police in the collection and reporting of information that may be useful in police operations. Moreover, a total of 457 “pulong-pulong”/ seminars were conducted as part of Preventive Education Program in which posters, leaflets and other anti-drug materials were distributed to all the participants.

Intensified campaign against carnapping resulted in the recovery of two (2) motorcycles out of the three (3) reported stolen and one (1) vehicle recovered and the filing of cases in court.

One (1) highway robbery incident for the period.
Robbery/Hold-up
There were 21 incidents of robbery recorded for the period wherein three (3) suspects were arrested and the filing of cases in court.

7. Implementation of OPLAN PAGLALANSAG
On campaign against loose firearms, a total of 50 loose firearms were accounted, of which 15 were high-powered, 15 low-powered and 20 homemade. As a result, 40 persons were arrested and 12 cases were filed in court.
8. Neutralization of TOP Most Wanted Persons without Reward
A total of nine Most Wanted Persons charged of various cases were neutralized who were listed in the City level, District level and Municipal level.

Arrested Jovito Tamdang y Calseña for rape docketed in CC Nr 8049-B, number 1 TMWP in the region with a reward of P140,000.00.

On campaign against wanted persons, 126 were accounted of which 124 were arrested and 2 surrendered. Recovered one (1) homemade shotgun.
C. Implementation of Special Laws
1. Anti-Illegal Gambling
On campaign against illegal gambling, 34 positive operations were conducted which resulted in the arrest of 46 persons and the filing of 11 cases in court. Confiscated bet money amounted to Php11,184.50 and several gambling paraphernalia. Other items confiscated were: 3 CP; 3 MC; 5 calculators.

On campaign against child abuse
Two hundred nineteen (219) cases were recorded which resulted to the arrest of sixty (60) suspects and the filing of thirty (30) cases in court.

4. Anti-Cattle Rustling
Two (2) successful operations were conducted against cattle rustlers which resulted in the recovery of two (2) reported stolen cattle and the filing of cases in court.
5. Implementation of LOI Kalikasan
a. Anti-Illegal Logging and RA 8048
On campaign against illegal logging, eleven (11) operations were conducted which resulted in the recovery of 16,254.64 board feet of lumber with an estimated amount of Php210,313.00. Likewise, recovered during the operations were 128 sacks of charcoal worth P12,900.00; 49pcs narra lumber, 4 bancas and the filing of cases in court.

b. Anti-Illegal Fishing On campaign against illegal fishing, 17 operations were conducted which resulted in the apprehension of 99 persons. 29 fishing boats and nine motorboat were impounded. Likewise, said operations resulted in the recovery of 100 meters fishing nets & 10 kilos of fish worth P600.00.
D. Special Operations and Public Safety (Table 3)
Two (2) search and rescue operations were conducted spending 516 man-hours during rapid soil erosion in Aklan Province and flashflood in Bacolod City .
2. Disaster Relief Operations
There were three (3) disaster and relief operations conducted spending 566 man-hours during rapid soil erosion in Aklan Province, flashflood in Bacolod City and in Negros Occidental .
Civil Disturbance Control Operations
There were three (3) civil disturbance and control operations conducted during the mass rally of sectoral groups in Aklan, Capiz provinces and in Bacolod City participated by more or less 1,900 rallyists. Their issues and demands were: Justice for Former SB Baldomero, alleged human rights violation of the present government; No to Oil Price Increase; Free Tuition Fees; “Stop the Cut-off Budget for the Government School”; “No to Tuition Hike”; Farming and Economic Problems”; Stop Judicial Killings’; Genuine Land Reform unabated Oil Price Hike and Stop killings of Human Rights Activist”; and Respect Human Rights. A total of 296 man-hours were spent during the operation.
4. VIP Security Operations
A total of 5 VIP security operations were conducted with 1 ,868 man-hours spent during the visits of VIPs in the AOR.
5. Traffic Law Enforcement
A total of 5,203 operations were conducted covering 2,570 kilometers with 751,501 man-hours spent.
6. Airports and Seaports Security Operations
A total of 297 security operations were conducted on different seaports and airports spending 55,677 man-hours with no untoward incident.
7. Special events coverage/activities
A total of 45,160 man-hours were spent on special event/activity: conducted in The Annual World Aids Day Celebration; Fun Run with the “Theme: Daelagan para sa Kabataan 2011”; Kick-Off RUN with theme: “Takbong Maharlika Tungo sa Pagkakaisa“; Binirayan Festival; State Colleges and Universities Athletic Association Regional Meet and New Year’s Countdown in Iloilo City and in Bacolod City.

Moreover, a total of 682 coordination and liaising with the NGOs/NGAs/LGUs were made during the period. Likewise, the regular Distinguished Visitors Program was maintained in order to know the perception of other government agencies and private sector to the PNP in order to gain their support, cooperation and maintain linkage to various public safety programs of PRO6 and PNP in general.
F. Gender Development (also included in Table 3)
1. Nr of Women’s and Children’s Concern Desk established for the month. PRO6 has a 100% Women’s and Children’s Desk established region wide. 2. Nr of Women’s and Children’s Concern Desk maintained since WCCD was established.
There are 166 Women’s and Children’s Desks being maintained with 251 PNCOs including male counterparts tasked on each desk under the supervision of 4 officers with a total of 255 policewomen and policemen.
G. Support to Internal Security Operations
1. Campaign against Dissident Terrorists (DTs)
PRO6’ proactive response to the challenge were as follows: assigning of at least 21 personnel to high-risk MPS; conduct of preventive foot and mobile patrol in defense of police units, stations and government installations; provide augmentation to far-flung police stations; continuing coordination with the AFP units in the area on ISO in accordance with Executive Order 110.

I. Brief Assessment
On Law Enforcement: Intensified police visibility patrols and relentless operations against all forms of lawlessness are conducted by all line units especially in crime prone areas. There was an increase in the arrest of violators of RA 9165 and a decrease in RA 8294 as compared to the previous month. On the other hand, illegal gambling operations were obviously hampered by intensive police operations conducted by different police units.
