Region 6 or Western Visayas is the land of friendly and affabble Ilonggos. It is a beautiful region blessed with many picturesque scenes, vast natural resources, rich cultural heritage and magnificent race.
It is located in Central Philippines between two inter-island bodies of water, the Sibuyan Sea and Visayas Sea. Geographically, the region is defined by grid coordinates 121º 5' West to 123º 2' 30" East longitude and 9º 25' South to 12º 12' 30" North latitude. Western Visayas has a total land area of 20,223 square kilometers which is approximately 6.7% of the total land area of the Philippines. The region is composed of six (6) provinces namely: Aklan having 1,816.90; Antique - 2,522.00; Capiz - 3,633.20; Iloilo - 4,719.42; Guimaras - 604.40 and Negros Occidental - 7,926.95.

Region 6 is composed of the province of Aklan, Antique, Capiz, Guimaras, Negros Occidental and Iloilo with the total of sixteen(16) cities, 117 municipalities and 4048 barangays.The City of Iloilo is the regional administrative center and the regional center of trade, commerce, industry, education, culture and government. Bacolod City in Negros Occidental is another popular city in the region.

It is subdivided in eighteen (18) congressional districts. The provinces of Aklan, Antique and Guimaras are represented by one district each; Capiz with two districts; the cities of Iloilo and Bacolod with one congressional district each; Iloilo province has five(5) districts and Negros Occidental has six(6) districts. Based on the 01 Sept. 1995 census of population, Western Visayas has a total population of 5,776,938 broken down as follows: Aklan 410,539; Antique 431,713; Capiz 624,469; Guimaras 126,469; Iloilo 1,415,022; Negros Occidental 2,031,841; Iloilo City 334,539 and Bacolod City 402,345.(Click to continue).

350 police wannabes fail neuro test, height standard   ( April 6, 2011)

A big chunk of applicants to police service in Western Visayas failed in the neuropsychiatric test by the Police Regional Office 6 Health Service.  

The result was revealed this morning to all applicants as witnessed by Mr. Edwin Cerbo, representative of National Police Commission Regional Office 6. 

Police Chief Superintendent Cipriano E. Querol, Jr. said 978 young professional applied to Police Officer 1 position under the PNP’s Attrition Recruitment Program. 

Before the neuropsychiatric test, the heights of the applicants were re-checked resulting to the disqualification of 76.

The minimum height requirements are five feet and two inches tall for female applicants, and five feet and four inches tall for males. 

The under-height applicants with waiver as members of indigenous peoples are allowed to undergo the process.

Another 270 applicants failed the neuropsychiatric test.  

The 632 survivors will still undergo the medical and dental examinations, agility test, drug test and panel interview to determine their fitness in the police service.

Querol said PRO6 has 636 quota this recruitment. With the results of the neuropsychiatric test and other tests, PRO6 will surely fall short in filling in the allocated slots.

The successful applicants will take their oath of office in June.

 

Cop shots wanted leader of crime gang during arrest ( April 5, 2011)

 

A wanted person ended up in the hospital after sustaining a gunshot wound when he attempted to stab the police officer who effected the warrant of arrest against him in the evening of April 2, Saturday. 

Police Officer III Danilo Senorio shot Melchor Sogo-an, 29, who attacked him using the 15-inch knife during the implementation of warrant of arrest.  

Sogo-an was hit on his left thigh.

Sogo-an is reportedly the leader of Sogo-an Robbery/Hold-up Group operating in Iloilo Province and other areas in Panay. 

Sogo-an was wanted for Highway Robbery and the subject of the Warrant of Arrest issued by Judge Rogelio Amador of Regional Trial Court Branch 66 based in Barotac Viejo, Iloilo. 

Senorio and his companion police officers brought Sogo-an to New Lucena Polytechnic Hospital and is now under the custody of New Lucena PNP.

Police Chief Superintendent Cipriano E. Querol, Jr., Regional Director of Police Regional Office 6, directed the Regional Personnel and Human Resource Development Division to recommend award for the operating personnel.

“The arrest of Sogo-an will have a strong impact in our campaign against highway robbery and wanted persons,” Querol said

 

PNP, strict on accounting of personnel ( April 5, 2011)

 

The Task Force from Camp Crame visited today at Police Regional Office 6 for physical accounting of police personnel. 

Police Director Jaime Milla of the Directorate for Personnel and Records Management headed the team who validated the personnel accounting system of PRO6. 

Milla said the accounting of personnel is aimed to establish accurate and timely data for programming of benefits, training and other projects for the personnel.

 “We want to establish the whereabouts of our personnel and correct those practices that do not conform with the established rules; thus, this physical accounting of personnel,” Milla said.

The Inspection and Validation Team also reported some updates regarding personnel and records management of the PNP. 

Milla said PRO6 will have 636 quota allocation for Police Officer 1 Attrition Recruitment Program and 35 for Lateral Entry Program this year. 

He also said that there will be promotion from Police Officer II positions to Senior Police Officer IV for Police Non-Commissioned Officers and from Police Inspector to Police Superintendent for Police Commissioned Officer which will be done in two phases – June and December. 

Milla also relayed the message of the Chief, PNP, Police Director General Raul M. Bacalzo, assuring everyone that with the implementation of fiscal innovations in the PNP, the issues on corruption like the ones plaguing the Armed Forces of the Philippines will not happen in the PNP.

 

“Graduates are gov’t partners towards change” - Querol ( April 1, 2011)

“Do even just a little thing to help transform our society…our country.”

Police Chief Superintendent Cipriano E. Querol, Jr., Regional Director of Police Regional Office 6, advised the graduates of Northern Iloilo Polytechnic College in Ajuy, Iloilo, where he served as the Commencement Speaker on March 30, Wednesday.

Querol said graduates can be partners of the government in transforming society.

“It is not true that only those who have positions, power and influence can effect change. Everyone of us, regardless of status in life, can help change our society, our country,” the top cop said.

Querol cited the book “12 Little Things Every Filipino Can Do to Help Our Country” by Atty. Alexander Lacson and “The Tipping Point” by Malcolm Gladwell in urging the graduates to be active partners of the government towards a transformed society.

“You, dear graduates, are maybe young but certainly you are now in the position to shape, build, construct, and form a future you wish for,” he said.

NIPSC has 207 graduates. Of whom, 48 finished Bachelor of Science in Criminology.

It is the fifth year that NIPSC produced criminology graduates.

 

100 cops to augment TG Iloilo River (March 31, 2011)

 

The Police Regional Office 6 ordered the augmentation of 100 police personnel to the Task Group "Iloilo River" that is tasked to provide security during the demolition of illegal structures along Iloilo River banks.

The additional security personnel will be coming from Iloilo Police Provincial Office and Regional Public Safety Battalion.

Each will detail 50 police personnel to compose the two Crowd Dispersal Management companies.

Police Chief Superintendent Cipriano E. Querol, Jr., said the CDM companies are prepared to secure the demolition team against protesters who might get unruly and violent.

"We are preparing for the worst. Those who are affected by the clean up operations in Iloilo River might stage violence to obstruct the demolition of illegal structures," Querol said.

The TG "Iloilo River" is under Police Senior Superintendent Celestino Guara, an erstwhile Bacolod City Police Office Director.

The task group will also deploy area security, intelligence operatives, medical and legal teams in the course of Iloilo River clean up operations.

Querol also emphasized that the police contingents are only to maintain peace and order.

"Demolition of illegal structures is not our job. We only act according to our mandate to keep the peace and order, he said.

The TG "Iloilo River" started its operation today during the demolition of Barbecue Part, Ryan's Restaurant and the old Barangay Taal Hall.

Querol said they have initial information regarding some groups who are planning to resist the demolition of illegal structures in Lapuz, La Paz.

"While the first demolition activity is very peaceful, we are expecting resistance in the upcoming operations especially when these concern informal settlers in Lapuz," he said.

 

9,000 pupils finish "Pulis Ko, Titser Ko" program in WV (March 30, 2011)

 

The Police Regional Office 6 will have its first batch of graduates of the "Pulis Ko, Titser Ko" program which was started last year.

Police Chief Superintendent Cipriano E. Querol, Jr., Director of Police Regional Office 6, said 8,973 Grade IV pupils from 167 schools regionwide will finish the program.

The "Pulis Ko, Titser Ko" is a school-based crime awareness program of Police Regional Office 6.

It offers the young students variety of topics, like crime prevention awareness, child safety, welfare and development, patriotism, nationalism, and more.

"The program will help fortify the moral foundation of the young students to make them more productive, responsible and law-abiding citizens not only now but also in the future," Querol said.

Querol is confident that the number of beneficiaries will double next school year.

With the positive feedback from students, school administrators and faculty members, PRO6 seeks for the expansion of the program to reach out more schools in the region.

The assessment survey conducted to students got positive results.

"Most students rated the program as 'Outstanding'. They also recommended the program to continue next school year," Querol said.

PRO6 is determined to reach out more schools despite the limited number of police officers who volunteered to teach under the program.

About 400 police officers worked for "Pulis Ko, Titser Ko" program on its launching.

And, last February, PRO6 conducted a trainer's training on "Pulis Ko, Titser Ko" program to empower other police officers to be able to volunteer for the program.

 

PRO6 security preparations on high gear this Holy Week

(March 21, 2011)

 

             Police Chief Superintendent Cipriano E. Querol, Jr., Police Regional Office 6 Director, ordered the maximum deployment of PNP personnel to  ensure safe and secure travel of motorist and commuters  throughout the  Holy week and the rest of the summer vacation.

            Pursuant to PRO6 Oplan SUMVAC (Summer Vacation) 2011,  mandatory security checks will be implemented at the airports, seaports and bus terminals or at places of convergence to guard against possible criminal activities and  terrorists elements who may take advantage of the holiday rush.

            Querol said that Police Assistance Centers will be set up in strategic locations which will serve as quick reaction point during emergency, medical response, traffic management and road security operations.

            The PNP Highway Patrol Group will conduct road safety inspections, while the Maritime Police will be intensifying the security in seaports.

            Querol said police stations personnel  will also be working  together with  the Barangay Peacekeeping Action Teams and other volunteer groups  in preventive patrols and neighborhood watch to guard against criminals and other threats to peace and order.

Querol added that commercial establishments, malls and other shopping centers,  places of worships and vital installations will likewise be placed under intensive security coverage. 

He also enjoined the public to take necessary precautions while attending religious activities. These includes securing cellular phones, refraining from wearing expensive jewelry, and ensuring that all appliances are turned off  and unplugged before leaving their homes.

                                                           

"Be wary of street criminals" - Querol

The region's top cop reminds the public to be cautious against cellphone and wallet snatchers, pickpockets, and salisi  gangs as these criminals may take advantage of the unwary travelers, commuters and shoppers this summer season.

Police Chief Superintendent Cipriano E. Querol, Jr., Regional Director of Police Regional Office 6, sends the warning in view of the upcoming graduation ceremonies, summer vacation and Holy Week where volumes of commuters, tourists and shoppers are expected to increase.

"As in the past years, convergence of people in terminals, resorts, malls and religious shrines are high during summer," Querol said adding that the situation is also usually taken advantage by criminals.

"Despite the intensified police visibility and patrolling, street crimes swell because many people are not cautious with their valuables," the top cop said.

Querol said the public must take a proactive role to deter crimes to happen or to avoid being victims of criminals.

The basic security reminders for the public are:

1) Avoid bringing big amount of cash when shopping. Bring only the amount that is needed. Thus, planning before shopping is important.

2) Avoid flaunting expensive jewelry. Crimes happen because victims provide the criminals with opportunity to do so.

3) Don't trust easily. Salisi gang victims have one thing in common – they give their trust easily to people they only meet in streets, malls, passenger vehicles, restaurants, etc.

4) Be observant with people around you. Keep distance to suspicious-looking person near you, you might be his next victim.

5) Don't leave your valuables unattended. Again, don't give criminals the opportunity to commit a crime.

Querol already directed all police units to strengthen the mobilization of Barangay Peacekeeping Action Teams, volunteer groups and other organizations in the campaign against criminalities.

"We will also enhance our checkpoint/chokepoint operations, intelligence monitoring and visibility patrol especially in highly urbanized cities and capital towns," he said.

 

Cops get medal for foiling robbery (March 14, 2011)

            Thirteen police officers will receive from the region's top cop a recognition next Monday for their successful operation against two robbery suspects in Jaro, Iloilo City last March 11, 2011.

            Police Chief Superintendent Cipriano E. Querol, Jr., Regional Director of Police Regional Office 6, will award Medalya ng Kasanayan (PNP Efficiency Medal) to the members of Special Operations Group of Iloilo City Police Office and Iloilo City Police Station 3 for killing during the firefight Johnny Pasaday, one of the two suspects who robbed a 28-year-old Rodelyn Umadhay, a cashier of True Cash Lending Services.

            Querol will give the award during the flag raising ceremony at the Iloilo City Hall, Robinson's Place, where he will be the guest of honor and speaker.

Police Senior Superintendent Marietto M. Valerio, Sr., Director of Iloilo City Police Office, will lead the awardees that include PSupt. Noel B. Lamsis, SOG Commander and Police Chief Inspector Jay F. Malong, Station Commander of ICPS3.

Other awardees are Senior Police Officer II Hermino J. Catalayban, Police Officer III Dante F. Sison, POII John H. Cabayao, POIIs Jesie Jim T. Rubio and Rizal G. Homena, POIs Basilio V. Rezo, Joeffrey O. Drilon, Rodel D. Espinosa, Rolando N. Mendez and Jomar D. Efundo.

The members of the SOG and Motorcycle Anti-Street Crime Operation (MASCO), who were monitoring the presence of criminal elements in the area, engaged the fleeing suspected robbers in a firefight which resulted to the death of Pasaday.

Pasaday and his other companion, who remains unidentified, grabbed from Umadhay, who was on her way to deposit at Allied Bank at Simon Ledesma St., Jaro, Iloilo City, a plastic containing the cash collection amounting to more or less P76,000.     

            Pasaday, who sustained four gunshot wounds, died on the spot.

            A security guard, Greggie Llorico, of Palawan Pawnshop was wounded during the shootout but is in stable condition now.

                Querol said the foiled robbery is a milestone in the implementation of Police Integrated Patrol System and MASCO.

            PIPS and MASCO are among the innovative practices of the PNP to improve the monitoring against criminal elements and effect immediate police operations against criminalities.

 

Iloilo, PRO6 ink agreement vs trafficking in persons (March 07, 2011)

            Attendance in the orientation seminar on trafficking in persons will now be required for the issuance of business license to owners of Karaoke bars, restaurants, massage parlors, spas and similar establishments in the province of Iloilo.

            The seminar will discuss the provisions of RA 7610 or the Anti-Child Abuse Law, RA 9208 or Anti-Trafficking in Persons Act of 2003, and other related laws.

            This prerequisite is provided for in the Memorandum of Agreement between Iloilo Provincial Government and Police Regional Office 6 which was signed this morning by Governor Arthur Defensor, Sr. and the region's top cop, Police Chief Superintendent Cipriano E. Querol, Jr. It applies both to those who are renewing their business licenses and for the new applicants.

            The Agreement will serve as coordinating efforts between the PRO6 and Iloilo Provincial Government in regulating the hiring of women and children to work in Karaoke bars, restaurants, massage parlors, spas and similar establishments.

            Querol said the Agreement will be replicated to other provinces in the region.

            "Western Visayas is among the target destinations of trafficked women and children. With the support of the Local Government, we can effectively combat trafficking in persons through massive information campaigns," he said.

            Police Superintendent Ma. Cecilia Detablan, Chief of Regional Women and Children Protection Desk, said that the Philippines was placed on the Tier 2 Watch List in the US State Department Report for Calendar Year 2009 because of slow progress in convicting trafficking offenders.

            The US State Department provides information on trafficking in many countries and ranks each country's performance from Tier 1 (highest) to Tier 3. The ranking is based more on the extent of government action to combat trafficking than on the size of the problem.

            Defensor said his office is willing to support PRO6 in all its campaign in the maintenance of peace and order in the province.

TF Disiplina sa Kampo Delgado launched (March 03, 2011)

            To lessen, if not stop, the incidence of misdemeanors of police officers through on-the-spot corrections is only one of the reasons for the creation of the Task Force Disiplina sa Kampo Delgado.

            The task force will ensure the strict adherence of police personnel from the wearing of proper uniform to observing proper decorum at all times.

            The creation of the task force is in compliance to Napolcom Memorandum Circular No. 2010-003 dated November 30, 2010 which provides the establishment of the Delinquency Reporting System.

The Circular aims to enhance police discipline and ensure adherence to professional conduct among PNP members.

            Police Chief Superintendent Cipriano E. Querol, Jr., Director of Police Regional Office 6, said the Task Force "Disiplina sa Kampo Delgado" will check not only the police officers who work inside Camp Martin Teofilo D. Delgado but also those personnel who are transacting business thereat.

            "Discipline is a basic requirement if we want to improve our performance. This is the reason that we come up with this stricter measure to eliminate or at least mitigate the causes of misdemeanors by our personnel," he said.

            The task force will use the demerit system for each infraction of the police officer as prescribed in the Circular.

            Each police personnel have 15 maximum allowable demerits per month or 90 demerits per semester. One demerit in excess of the allowable number is equivalent to one hour community service.

            Querol said the community service will only be done within the grounds and premises of the camp.

            Querol also said that the DR system also enjoins any civilian person witnessing the infraction committed by a police officer to report at the nearest police precinct or station.

            "While we have Task Force Disiplina sa Kampo Delgado, the Delinquency Reporting System applies to all police units," he clarified.

            The delinquency report form is available to all police units, precincts or stations.

            The following are infractions enumerated in the DR form with corresponding five demerits: violations of "Tamang Bihis"; tardiness in reporting for duty/office work; tardiness in reporting to command activities; smoking in places not designated as "smoking area"; and violation of traffic, pedestrian and parking regulations.

Using vulgar or insulting languages or exhibit similar rudeness to the public and spitting or littering in public areas are equivalent to seven demerits.

Ten demerits will be meted to police officer for urinating in places other than the designated areas.

Fifteen demerits will be given to police officers for dozing on post, leaving post for more than two minutes, or failure to initiate action on compliant; while absence in formation and/or any command activities is equivalent to 20 demerits.

            The implementation of Task Force Disiplina sa Kampo Delgado is being supervised by Police Superintendent Edgardo O. Ordaniel, the Chief of Regional Headquarters Service Group; PSupt. Cops, no intention to evade tax - Querol (March 01, 2011)

The region's top cop was surprised with the report that police officers are among the top tax evaders in Western Visayas as reported earlier by the two Revenue District Offices of the Bureau of Internal Revenue.

Police Chief Superintendent Cipriano E. Querol, Jr., Director of Police Regional Office 6, said the taxes on the income of the members of the Philippine National Police are automatically deducted from their salaries.

"The national Finance Service deducts outright the taxes from our income and remits the same to BIR. Such collection system is supposed to provide a safety nets to deter the non-payment of our taxes had we done it individually," Querol said.

Querol, however, said that his office is very willing to cooperate with the respective Revenue District Offices of the BIR to facilitate the collection of the alleged unpaid taxes of police personnel.

"We are also interested to know how this discrepancy occurred in order for us to recommend measures to avoid the same issue in the next filing of Income Tax Return," he said adding that should there be unpaid income taxes of his personnel, such failure was not intentionally committed by concerned PNP members.

Querol believes that misinformation and lack of awareness of PNP members, especially in preparing their individual Income Tax Return, caused the errors which are allegedly tantamount to "tax evasion".  "We will take this issue seriously and we will work closely with the BIR to resolve this matter soon," he said.

 

PRO6 scholarship benefits 30 HS students (March 01, 2011)

The turn-over of scholarship fund from Police Regional Office 6 surprised the students and their parents during the family day celebration at the Jamabalud National High School in Pototan, Iloilo last February 18, 2011.

Police Senior Superintendent Ren T. Darroca, Chief of the Regional Police Community Relations Division of PRO6, together with Police Superintendent Ranulfo I. Demiar, the Officer-in-Charge of the Regional Public Information Office, handed over the P12,000 worth of scholarship to 30 students who are the beneficiaries of the "Adopt a Scholar" program.

The program, which was conceptualized by POIII Francisco B. Lindero, Jr., is aimed to support the education of poor but well-performing students of a beneficiary school.

Lindero recommended JNHS to be the pilot area of the program considering that it ranked No. 1 in 2008 National Secondary Achievement Test both in the district and regional levels and No. 7 nationwide.

"With this support, we hope to motivate students to improve their performances and erase their negative perceptions towards the police," Lindero said.

The scholarship program also got the support of some civilians who volunteered to adopt a scholar.

Police Chief Superintendent Cipriano E. Querol, Jr., director of PRO6, lauded this initiative which provides another leeway for police-community partnership.

"The scholarship program will also serve as avenue for other activities to be conducted by PRO6 in empowering the students to become active partners in our peace and order efforts," Querol said.

Querol also said the RPIO is in-charged to monitor the scholarship program.

"As the main proponent of the program, our Regional Public Information Office is tasked to follow up the scholars and provide updates to our partners," he said.

He also said that the scholarship program will benefit more students next school year as more police officers and civilian partners have already signified to adopt more scholars

PRO6 lauds shooting champ, admin case committee (February 28, 2011)

Five cops who composed the winning team in a shooting competition and the members of the committee who disposed the pending backlog cases against cops were recognized for earning credit and honor for the Philippine National Police.

Police Chief Superintendent Cipriano E. Querol, Jr., Director of Police Regional Office 6, awarded certificate of recognition to the members of the PRO6 Shooting Team who dominated the team open category of the Valentine 2011 Fun Shoot for a Smile Competition last February 11, 2011.

The shooting competition, which was held at the Philippine Army Firing Range, Poblacion, San Miguel, Iloilo, was sponsored by the Rotary Club of Iloilo City in cooperation with the 3rd Infantry Division of the Philippine Army.

Police Inspector Louie F. Barrientos of the Special Training Unit of PRO6 led the team.

Querol also awarded Medalya ng Kasanayan (PNP Efficiency Medal) to members of the PRO6 Zero Backlog on Pending Administrative Cases Committee headed by Police Senior Superintendent Ernesto A. Tesoro, Jr., the Deputy Regional Director for Administration.

The committee was recognized for its effectiveness and efficiency in the resolution and disposition of all 55 pending cases against 69 PNP personnel.

Querol said the resolution of these cases resulted to the dismissal from police service of five cops, demotion - one, suspension - 15, forfeiture of pay - eight, reprimanded – five, and exonerated/case dismissed - 35.

The fast resolution of cases was in adherence to the directive of Chief, PNP Raul M. Bacalzo and Interior and Local Government Sec. Jesse M. Robredo’s “zero-case backlog" program.

Bacalzo and Robredo ordered the immediate attention to cases filed against PNP members to remove the undesirable members of the force and relieve the agony of those who are not guilty of the charges.

Querol said those police personnel who were meted with penalty will start serving their penalty as soon as the orders were already issued without prejudice to their filing of motion for reconsideration.

Those who were dismissed from police service were POII Ernie Arorong of Iloilo City Police Office for Grave Misconduct; POI Neuton Guinson of Negros Police Provincial Office for Serious Neglect of Duty; POII Mendoza Belandres and POI Kenjie Beloya of Bacolod City Police Office for Serious Neglect of Duty; POIII Marcon Brillantes of Iloilo Police Provincial Office for Grave Misconduct.

 

PRO6 plants tree, joins the nation in EDSA 1anniv (February 24, 2011)

A tree planting, flag raising and the singing of two "People Power" theme songs marked the EDSA 1 anniversary celebration at Police Regional Office 6.

Last Tuesday, PRO6 held a tree planting activity as it kicked off its celebration of the historic "People Power", more popularly known as EDSA 1.

Thirty seedlings were planted at the perimeter of Camp Martin Teofilo B. Delgado parade ground to mark the region's police force celebration.

Iloilo City Mayor Jed Patrick Mabilog, the regional directors of National Police Commission, Department of Interior and Local Government, Bureau of Fire Protection, Bureau of Jail Management and Penology, and Commanding General Vicente Porto of 3ID, Philippine Army, joined in the activity.

This morning, Police Chief Superintendent Cipriano E. Querol, Jr., Regional Director of PRO6, led the flag raising where the police personnel sang "Handog ng Pilipino sa Mundo" at "Magkaisa", which were popularized during the height of uprising to overthrow President Ferdinand Marcos.

Querol enjoined the police force to take the lead in effecting real change in the society by making a difference in their own little corners.

"I enjoin you, fellow workers in government, brothers and sisters in uniform, that we keep this commitment to make ourselves be counted and be at the forefront of a journey towards real change…real democracy…real freedom. Querol warns cops for posting indecent photos on internet (February 24, 2011)

A police recruit is now in hot water for using the internet irresponsibly.

Police Chief Superintendent Cipriano E. Querol, Jr. ordered a probe against a police recruit who posted a nude photo in his social network account.

Querol was alarmed with the report involving a police recruit whose profile photo on his Facebook showed another male companion exposing his private part.

The controversial photo spread like a hot cake that went even beyond the social network of the concerned police recruit drawing varied reactions from Facebook users.

"It was definitely uncalled for behavior of a police officer. It taints not only his reputation but also creates a blunder on the image of the police force. Thus, if evidence warrants, the concerned police officer and others, if there are any, who conspired for such act will be recommended for dismissal from service." Querol said.

Querol clarified that the police recruit involved in the controversy is still undergoing a basic training at the Regional Training School 6 in Barangay Mansilingan, Bacolod City.

Querol withheld the name of the concerned police recruit until the probe is completed.

"We also give him the benefit of the doubt that this photo was fabricated. With technology today, such possibility is not remote," he explained.

Querol said the Facebook account of the subject police recruit was already removed on the web.

The top cop said the internet connection in police units is meant to improve efficiency and effectiveness in preparing and submission of reports. It also aims to provide immediate access to information that can enhance the knowledge and awareness of police personnel. But in no way that it will be used for personal purposes, much more in spreading lewd photos, videos and other materials.

"I already issued a directive to all police unit commanders to warn their personnel from uploading indecent photos, videos and other materials in their social network and reminded them to make their computers and internet access for official use only," he said.

Querol also enjoined the public to report to his office by texting to 09202230577 or sending e-mail to pio_pro6@yahoo.com.ph for any information regarding social network sites, blogs, websites and other online sites of police personnel that contain indecent materials.

More police, peacekeepers to secure Paraw Regatta Festival (February 14, 2011)


Nothing is more effective deterrence to crime than the visibility of the police and other volunteers to maintain peace and order.

Police Regional Office 6 Director, Chief Superintendent Cipriano E. Querol, Jr., said Iloilo City Police Office will be receiving more augmentation security personnel from Regional Public Safety Battalion and Iloilo Police Provincial Office during the Paraw Regatta Festival which kicked off yesterday with the celebration of Holy Mass at Sto. Niño de Arevalo, Arevalo District, Iloilo City.

Querol said more or less 500 security personnel, including members of Barangay Peacekeeping Action Teams and other volunteer groups, will be tapped to provide security during the week-long event.

Querol said many Ilonggos, local and foreign tourists are expected to flock the Arevalo shoreline, where the most events of the festival will take place.

Querol also said he already directed the Iloilo City Police Office to set up police assistance centers along the Arevalo shoreline to immediately respond to any emergency and call for assistance.

"We will be employing similar strategy as we did during the Ati-Atihan and Dinagyang Festival, Jaro Fiesta and Chinese New Year, where we maximized the presence of police personnel and peacekeepers in areas of convergence," he said adding that cops in civilian clothes will also be monitoring the peace and order situation in the area

 

 

55 pending admin cases against 69 cops resolved (February 14, 2011)


The police personnel whose administrative cases were pending for some years will be serving the penalty meted against them soon, while those who were exonerated from the charges filed against them can now sleep well.

Querol to cops: "Be wary of criminals riding-in-tandem on motorcycles (February 12, 2011)

Criminals are likely to exploit the use of motorcycles in preying unwary individuals.

With this Police Chief Superintendent Cipriano E. Querol, Jr., Regional Director of Police Regional Office 6, reiterated his warnings to all field commanders of police units to intensify operations against criminals riding-in-tandem on motorcycles.

"We have to enhance the conduct of checkpoint/chokepoint operations to deter or accost criminals using motorcycles," he said.

Querol cited the incident in Makati City last Friday where an employee of the Development Bank of Philippines was ambushed by two unidentified suspects on a motorcycle.

In a report, Ronald Hernandez, 50, who works at the DBP's Office of the Legal Counsel, was shot dead at the corner of Zapote Street and Kalayaan Avenue in Baragany Olympia as he was driving to his office in Makati City at about 7:45 a.m.

Querol said his directive was for police units to intensify the operations against violators of 'No Plate, No Travel policy' because criminals oftentimes use motorcycles and cars without plate numbers to avoid being identified.

Querol also enjoined the public to be vigilant against person/s using motorcycles without plate numbers and to report immediately to the police in case they find one. 

 

Top cop orders tight security in RORO ports (February 7, 2011)

To strengthen the pro-active operations against carjacking, Police Chief Superintendent Cipriano E. Querol, Jr., Regional Director of Police Regional Office 6, directed all police unit commanders to tighten security, especially intelligence monitoring, at the Roll On, Roll Off ports throughout the region.

Querol said the stolen cars are allegedly transported to Visayas and Mindanao through the RORO ports.

"We have several RORO ports here and we also believe that crime syndicates involved in carjacking will likely to exploit this channel to sneak in their stolen vehicles for distribution in the region," Querol said.

Querol also reiterated his directive to all police units to sustain the random checkpoint/chokepoint operations to net dealers of stolen cars and other criminal syndicates who might be operating here.

Recently, Police Senior Superintendent Cesar Jacob, Regional Officer of Highway Patrol Group 6, reported that his office recovered seven stolen cars last year despite there was no report of any car theft in Western Visayas.

HPG 6 also recovered eight motorcycles last year.

Jacob said any report relative to carjacking may be made through PNP Text 2920, Patrol 117 and (02) 7261261.

 

Querol warns public of fake cops (February 7, 2011)


Criminals may impersonate police officers to perpetuate their illegal activities.

With this, Police Chief Superintendent Cipriano E. Querol, Jr., Regional Director of Police Regional Office 6, said he already directed all police units to be more vigilant against the presence of criminals clad in police uniform.

Querol cited the incident in Sampaloc, Manila last February 3 where the police accosted Randy Ganal, a former seafarer, who was allegedly involved in extortion activities while wearing a police blue shirt with the shoulder insignia of a police superintendent.

"Criminals are really employing all possible means to lure or coerce their victims. And because of this, the public should be warned," he said.

Querol said this problem can be easily resolved if the public will be more involved in keeping the security and safety of their community.

Querol is pushing for the full implementation of Barangay Peacekeeping Operations in Western Visayas, where Barangay Peacekeeping Action Teams will be organized and mobilized to augment the police in monitoring and reporting crimes.

"Time and again, I call for the cooperation of the community in making our place peaceful and orderly. We can deter the criminals with their illegal operations if everyone does his/her share in peacekeeping," he explained.

 

More cops, BPATs make Jaro Fiesta peaceful, orderly (February 7, 2011)



The nearly 600 security personnel who were deployed during the two-day Jaro Fiesta have prevented crimes and other threats to peace and order.

Police Chief Inspector Jay Malong, Station Commander of Iloilo City Police Station 3, said the contributions of members of Barangay Peacekeeping Action Teams and other volunteer groups were vital in the said accomplishment.

"Aside from almost 300 augmentation police personnel, we have also about 250 force multipliers who helped us maintain peace and order during the celebration," Malong said in the interview at Talakayan Sa Isyung Pulis yesterday.

Malong said compared to last year, crime incidents during the Jaro Fiesta lowered by four incidents. In 2010, there were eleven reported incidents - four cases of physical injuries, two cases of mauling, four cases of theft and one estafa. This year, only seven incidents were reported – physical injuries, four; theft, two; estafa, one; and no case of mauling.

Malong also reported that their intensified implementation of Oplan Bakal led to the confiscation of four deadly weapons. "This accomplishment has surely deterred crime incidents," he said.

Police Chief Superintendent Cipriano E. Querol, Jr., Regional Director of Police Regional Office 6, said the peaceful and orderly Ati-Atihan and Dinagyang Festivals put up the challenge to his leadership to also contain the peace and order situation during the feast of the Our Lady of Candles.

"We have learned that the more number of security personnel we put in the field, the more successful our security operations have become," he said.

Querol also recognized the indispensable role of the community especially the members of the organized Barangay Peacekeeping Action Teams and other force multipliers who helped the local police in maintaining peace and order.

Querol said the same security strategy will be employed in ensuring peace and order in other festivals in the region and other events that usually attract volumes of spectators and tourists.

"We have so many festivals in Western Visayas and we also host conventions. With this, we will always make our security preparations in Ati-Atihan and Dinagyang as template in maintaining peace and order," he said. 

 

Get deeper to move higher... the next level (January 31, 2011)

 

(Note: This is the transcript of the message of Police Regional Office 6 director, Chief Superintendent Cipriano E. Querol, Jr., on the occasion of the 20th PNP Foundation Day Anniversary on January 31, 2011.)

"The higher you have to reach, the deeper you have to dig – moving to the next level comes from this process." I cannot remember who has said this line but certainly I cannot forget the profundity of its message – nothing comes without a cost.

Higher…Deeper…Next Level. These words will serve as the key terms of my message today. And I pick these benchmarks to elucidate my vision of Police Regional Office 6 for this year. What do we want of PRO6 to accomplish? Where do we expect PRO6 to go? Well, as I said, PRO6 will be higher, deeper and moving to the next level this year.

Today, we are celebrating the 20th anniversary of the Philippine National Police. This is an occasion not so much to review what we have accomplished but to set new goals – bigger and more challenging.

The last year has brought us many, many feats - big and small – both in the aspect of operations and administration. Looking back, I could say, we have succeeded.

I was the fifth Regional Director, in a matter of one year, who assumed the position last year. But despite the rapid turn-over in leadership, PRO6 had been unrelenting in giving the people a beautiful spectrum of accomplishments.

I need not enumerate the specifics; you are all aware that we have done remarkable feats in protecting the people and ensuring that peace and order would reign in all corners of the region. The overwhelming success of the national and local elections in May and the barangay and SK elections in October was a solid proof of our dedication to duty and outstanding competence in our functions.  Indeed, our strict implementation of gun ban, intensified checkpoints/chokepoints operations, enhanced patrolling, and stronger partnerships with various sectors and stakeholders collectively served for the best interest of the people.

Western Visayas has without it shares of problems though. One of our headaches last year was the string of robbery incidents with Bukas/Basag Kotse and True Brown Style (TBS) 13 Gangs coming into the highlights. This issue was resolved with the outpouring of support of the community that led to the neutralization of notorious Chiva gang who was tagged for the series of robbery incidents in Iloilo and other provinces. The notoriety of TBS 13 gang also died a natural death when some of its leaders and members were arrested.

Our fight against illegal drugs was also strong and delivered good results. The arrest of drug pusher in Miag-ao with his seven-million worth of cocaine was a milestone. But again, our partner, the Philippine Drug Enforcement Agency and our local police unit could not have pinned down the suspect without the information coming from the field, from people in the community who sympathize and keep alliances with us.

Our campaign on anti-illegal gambling had also been fruitful. We did strictly implement the one-strike policy which put our field commanders on their toes in ensuring that their respective area of responsibility is clear of any and all forms of illegal gambling activity.

And in the last quarter last year, when yours truly took the helm of leadership, we launched the innovative mechanism to strengthen and improve the peace and order situation here by campaigning for stronger community involvement in policing and peacekeeping.

With this conviction, we took the cudgel and started the operationalization of Barangay Peacekeeping Operations by lobbying to various local governments for their support in the organization of Barangay Peacekeeping Action Teams in all barangays.

We got positive and promising feedback on this undertaking. And with the growing number of barangays that welcomed the program, we become more confident that we are getting closer to our goal of making Western Visayas more peaceful and orderly, and PRO6, more credible, reliable and competent.

These accomplishments and many others were legacies of last year. Though such feats were good enough, we cannot just be complacent. We have to break records and add more. Thus, I envision PRO6 to be in the next level this year. It means we have to set higher goals; and with that we have to strengthen our foundation…we have to dig deeper. As I said nothing comes without a cost.

This year, we have to deliver better results and higher statistics in our operational accomplishments.

We have to prioritize our war against illegal drugs. We have already gained control over Brgys. Malipayon, Esperanza and Bakhaw in Iloilo City. And now we are watching closely other barangays which are considered vulnerable to become the next drug capitals. Thus, we are pushing our men and we are increasing the numbers of our operatives to ensure that we get results and we achieve our goals. We will stop illegal drugs!

Also, We will not stop, instead we will be more vigilant against illegal gambling operators. And we will put an end to the robbery incidents. How can we do this? We are no super man. We are no super body. But we can accomplish this goal by winning the community. And this is why we will be doubling our efforts in campaigning for the organization and operationalization of BPATs in all barangays. Recently, we have trained 61 trainers. With these BPAT trainers, we are assured that there will be an exponential growth in BPAT membership and organization.

And again, with BPATs everywhere, we are aiming higher statistics in our other campaigns, especially against wanted persons, cattle-rustling, illegal fishing, and other criminalities.

Don’t get me wrong though. While we are banking on our BPAT, we will also continuously seek improvement in our ranks. For this purpose, we will be re-training all our police stations. We will re-introduce our police personnel to the basics, the fundaments of police service. This thrust is enshrined in the Eight Foundation Initiatives of the Chief, PNP, Police Director General Raul Bacalzo, in the hope of making all police personnel more competent in performing their basic functions.

And in making our men more competent, we will also encourage everyone to assimilate the principle of mentoring leadership. "We shall encourage teaching interaction to ensure that experiences and learnings are passed on up and down the ranks…Like a true PNP family, we will teach each other, we will learn from each other." Let us share freely our bright ideas to improve outputs and performances. And with that I enjoin everyone to keep an open mind to these ideas. We want to improve and we can do so if we are willing to learn in the first place.

Ladies and gentlemen, mentoring leadership is founded on humility. As much as we admit that we can do nothing more without the support of the community, so too that we cannot improve ourselves without being humble in learning from one another – regardless of ranks, positions and personal circumstances.

Learning and improving ourselves are of paramount importance in our goal because, to borrow the words of the Chief, PNP, "Marami tayong responsibilidad, mataas ang inaasahan ng mamamayan sa atin. Habang Patuloy tayong nagbabago, patuloy din tayong magsisilbi, patuloy nating pananatiliin ang kaayusan at kapayapaan".

Don’t forget – we will be re-training on the basics and observing the principle of mentoring leadership! Why we have to do this? It is because we have set our goals higher…and we are moving to the next level in our performance. Such necessitates that we have to be strongly and deeply grounded.

Thus, our keywords this year are higher, deeper and next level. Higher goals are achievable, provided we anchor our capabilities to a deeper understanding of our roles and the roles of other sectors and stakeholders. By so doing, we are ready to the next level of performances.

Querol warns prank callers, texters on bomb threat; tells offices to install caller ID's (January 29, 2011)
 
With the recent bombing incident in Metro Manila, Police Regional Office 6 Director, Chief Superintendent Cipriano E. Querol, Jr., issued a stern warning against irresponsible callers and texters who provide information on bomb threat.

Querol said the PNP is on alert against prank callers who give offices or institutions the information regarding the alleged presence of bomb or other explosives.

"We cannot tolerate people whose main concern is to spread fear and disrupt the operations in offices and other institutions."

Querol said the region's police force is on full alert following the January 25 bombing on Edsa in Makati the left five people dead.

Querol said in the past, several incidents were reported on bomb scare. He cited the case in Iloilo International Airport on August of last year, where a male caller claimed to have left a bomb there. It caused panic and had wasted the time of our personnel in responding to such call.

Use telephone caller ID

Querol encouraged the administrators of institutions and owners of companies to attach caller IDs in their telephones in order to get the number of the callers.

"We have to adopt this mechanism to help us get the number of caller. It will aid the investigators in their probe on bomb scare," he said.

Querol said without the caller ID the police will have a hard time establishing the identity of the caller.

Be responsible

"Be responsible caller, texter especially when giving information on bomb threat," Querol appealed to the public especially in requesting for police assistance.

Querol said the operators of hotline and mobile service lines of various police units regionwide oftentimes receive calls and text messages giving wrong information on incidents and other unnecessary information or no information at all.

Querol said prank callers or texters may jeopardize police operations.
"Our police will be wasting too much time responding to misleading information, when they can use such time instead for police visibility and other security operations."

Querol also warned prank callers for they may later turn out like a boy who shouts wolves.

"The bottom line here is that everyone must help their police. We should not wait for a worse thing to happen before we act responsibly," he said.

TF Guardian to probe on attack against publisher (January 27, 2011)

Police Regional Office 6 Director, Chief Superintendent Cipriano E. Querol, Jr., eyed the creation of a Task Force to investigate the mauling incident involving a publisher of the local newspaper late evening yesterday.
 
Querol said Task Force Guardian will be formed to focus on the probe that will lead to the identification and arrest of the assailant/s of Lemuel Fernandez, publisher-editor of The Daily Guardian.

Fernandez was mauled by at least two persons outside his office at about 9:40 p.m. at MH del Pilar St., Brgy. Taal, Molo, Iloilo City.

Fernandez sustained a lacerated wound in the right portion of his head, and is still confined at St. Paul's Hospital.

The investigators do not discount the possibility that the attack against Fernandez was work-related.

"His (Fernandez) newspaper tackles very sensitive issues and it is not remote that they have aggrieved some people,' Querol said.

Querol said that the investigators will also fast track the big issues being reported by The Daily Guardians for these reports may provide lead in the probe.

Querol also said that at least two uniformed personnel will be provided to Fernandez to temporarily serve as his security escorts.

 

“Police visibility will make Dinagyang Festival peaceful, orderly”- Querol (January 17, 2011)

The intensified mobilization of police personnel and members of Barangay Peacekeeping Action Teams and other force multipliers during the week-long Dinagyang Festival will be a factor to replicate here the success of the recently concluded Ati-Atihan celebration in Aklan.

With this, Police Regional Office 6 will detail additional personnel to provide maximum security coverage and perform crowd control during the festival highlights.

PRO6 Director, Chief Superintendent Cipriano E. Querol Jr., said the police will be on full alert during the Dinagyang Festival to ensure the safety and security of the revelers and devotees of Señor Santo Niño.

Meanwhile, Querol said the ten units of patrol motorcycles donated by the Iloilo City government yesterday will be of great help in intensifying police visibility during the festival.

Querol said the patrol motorcycles will be effective in responding to call for police assistance, especially in crowded areas.

However, Querol said the public should also be cautious of their personal safety and security when attending the various activities. “They should not flaunt their jewelry or bring money more than what they need,” he said.

Querol to motorists: "Don't leave valuables inside your cars" (January 17, 2011)

The resurgence of basag/bukas-kotse shows that motorists returned to their old ways of leaving valuables, like mobile phones, laptop computers and bags, inside their cars.

Police Regional Office 6 Director, Chief Superintendent Cipriano E. Querol, Jr., said basag/bukas kotse cases can be avoided when drivers heed our warning not to leave valuables inside their cars.

Querol said opportunity dares the thieves to break in car windows or open its doors.  "Kung wala silang makikita sa loob ng sasakyan, di nila babasagin ang bintana upang magnakaw. Ito dapat na laging tandaan ng mga drivers or may-ari ng sasakyan," he said.

Querol said that the incident reports revealed that laptop, mobile phones and bags of owners or drivers were the most stolen items in all basag/bukas kotse incursions.  He also reiterated other safety tips that will help avoid being victims of the car thieves.

He said drivers should park their cars in conspicuous and well-lighted areas or where there is a security guard nearby. He also encourages car owners to ensure that the alarm system of their cars is in good condition or have the latest auto theft alarm system installed.

The latest basag/bukas-kotse incidents happened near Citi Hardware  along Diversion Road and outside a condo clinic at Riverside Boardwalk both in Mandurriao districts.

 

PNP to hire 8,000 POIs (January 14, 2011)

Young professionals have greater employment opportunity in the government service with the scheduled recruitment of the Philippine National Police this year.

The recruitment which will be conducted in two batches to fill in the 8,000 vacancies in the Police Officer I (POI) positions due to retirement, resignation, dismissal from service and death of some personnel.

Police Regional Office 6 Director, Chief Superintendent Cipriano E. Querol, Jr., said the PNP will recruit 5,000 POIs in the first semester and another 3,000 before the year ends. The PNP National Headquarters is yet to determine the quota distribution per region.

Querol said the young professionals who possess the minimum requirements for POI position may now submit their application folders for assessment at the Regional Personnel and Human Resource Doctrine and Development Division.

The requirements for POI appointment are: (1) the applicant must a citizen of the Philippines, (2) a person of good moral character; (3) must passed the psychiatric or psychological, drug and physical tests, (4) must  posses a formal baccalaureate degree, (5) must  be eligible, (6) must not have been dishonorably discharged from military employment or dismissed for cause from any civilian position  in the government, (7) must not have been convicted by final judgment of an offense or crime involving moral turpitude, (8) must be at least one meter and sixty two centimeters in height for male and one meter and fifty seven centimeters for female, (9) must weigh not more or less five kilogram from the standard weight corresponding to his or her height, age and sex, and (10)  must not be less than twenty one nor more than thirty years of age.

Aside from those general qualifications, eligibility standard is also a vital factor. An appointee must possess the appropriate eligibility acquired from any of the following examinations: (a) Republic Act  1080 (Bar and Board exam), (b) PNP Entrance Examination, (c) Republic Act 6506 (Licensure Examination for Criminology Graduates), (d) Presidential Decree 907 (Granting Civil Service Eligibility to College Honor Graduates), and  (e) the Civil Service Commission (CSC) Second level Eligibility (POI/Police Officer).

Other mandatory requirements are: (a) Revised CSC Form  212, (b) birth certificate authenticated by National Statistics Office, (c) eligibility (authenticated by  Professional Regulatory Commission, CSC), (d) two pieces 2x2 black and white picture indicating applicants name, (e) Transcript of Scholastic Records and Diploma (duly authenticated by the school registrar), (f) clearance from barangay, (g) local police station, (h) clearance from the Regional Trial Court, (i) clearance from the Municipal Trial Court or Municipal Circuit Trial Court, and (j) clearance from the National Bureau of Investigation, and (k)  medical certificate.

Those who will who be appointed to the POI position will receive a salary of P17,810 inclusive of base pay and other fringe benefits.
